Navy’s ability to deliver maritime capability to the Australian Government depends on having Suitably, Qualified and Experienced Personnel (SQEP). Historically, Navy has prioritised technical expertise of our people ahead of the two other key areas of personal and professional development: knowing how to operate effectively in the maritime domain and how to contribute to, and lead, teams effectively. We must deliver the operational effectiveness and lethal force required for the future fight. The character of maritime warfare is ever-changing, and these changes have out-stripped some components of the current workforce system. As a Navy and as part of a joint Force, we operate in an increasingly complex, congested and contested operating environment. We are working within a rapidly evolving regional environment. It means you become so adept in your field you instinctively know what to think and do in any situation. To ensure our people are progressing their professional development, Navy has introduced the Navy Mastery System. Mastery is the process of progressively acquiring - through learning, practice and mentoring - comprehensive knowledge and skills in a specific domain, together with the ability to apply it intuitively. Reporting Seniors can also request their Reporting Senior's Cumulative Average Report and Reporting Senior's Submission Report from PERS-32 by submitting a request letter with their signature. Civilian Reporting Seniors and Reporting Seniors from other uniformed services can request a BUPERS Online Account by calling the Helpdesk, (901) 874-4717/option 2/DSN 882. Once you login, you will be prompted to change your password. To login for the first time, use your SSN as your login ID and your birth date in YYYYMMDD format as your password. If you are a US Navy service member, you already have an account. Just click on the CCA/FITREP/EVAL Reports icon. ![]() The Individual Continuity Report can also be accessed on BOL by all Navy personnel in pay grades E-5 and above. ![]() A Reporting Senior does not have to wait for an official reject notification from PERS-32. If a review of the Reporting Senior's Submission report indicates a report has been rejected, please contact PERS-32 for correction procedures. Reporting Seniors can verify the status of reports on BUPERS Online (BOL). The Reporting Senior’s Cumulative Average Report and the Reporting Senior's Submission Report can both be accessed by Navy Reporting Seniors, Civilian Reporting Seniors and other uniformed services Reporting Seniors on BUPERS Online (BOL).īUPERS Online (CCA/FITREP/EVAL Report) is the primary location for someone to receive their Reporting Senior’s Cumulative Average (RSCA) report. ![]()
